Senior Manager (Data Analytics and Research)

The Opportunity
The Chandler Governance Group (CGG) is recruiting a full-time Senior Manager (Data Analytics & Research) to develop new indices and data tools, and to update existing ones. You will collaborate with international experts to create world-class benchmarking and diagnostic tools, and to advance AI-supported approaches to measuring governance capabilities.

We support governments globally to develop capabilities, doing so through training programmes, governments projects and partnerships, and knowledge creation, including indices like the Chandler Good Government Index.

Responsibilities
Apply AI across the measurement pipeline, from evidence discovery and scoring to automated data processing, with validation that AI outputs are accurate and replicable.
Research relevant governance dimensions to develop theories of change, conceptual frameworks and indicator sets.
Source and evaluate data for each indicator, and design new measurement approaches where no suitable source exists.
Acquire, clean and quality-assure large multi-country datasets, assessing coverage and comparability, treating missing data, and maintaining version control across index cycles.
Design index methodology, including data treatment, normalisation, weighting and aggregation, in line with recognised good practice for composite indicators.
Validate index results through sensitivity analysis of weights, multicollinearity and reliability checks, stress-testing of alternative specifications, and analysis of distributions and outliers.
Discover insights from the data, and work with editors, designers and vendors to communicate these through narratives, data visualisations and interactive websites.
Draft and maintain technical documentation, including indicator glossaries, metadata sheets, methodology notes, validation records and reproducible analytical code.
Qualifications and Experience
Degree in Data Science, Statistics, Economics, or a field with a focus on statistical methods.
Advanced experience using AI for data processing, code generation, research and drafting.
Strong command of statistical methods used in composite measurement, with proficiency in programming (R, Stata or equivalent) and reproducible, version-controlled workflows.
Experience acquiring, cleaning and quality-assuring large multi-country and multi-source datasets, including treatment of missing data and comparability across sources and years.
Ability to communicate methodologies and data insights to non-technical audiences.
Experience managing data projects and delivering stipulated outputs within timelines.
Past experience working in government or developing composite indices is highly beneficial.
